Can I copyright a design made by me with other busineses logos on it?

There is a scam artist asking me for a design and we will supposely "trade off" my work. Except he dont know that i know that he is a scam artist. He is asking me to design a banner for an event with business'es logos on them. Am i able to copyright that banner under my design? So that i can give him the image,and he uses it ,and then I sue him.

Do you have legit vector logos?
Where did you get them?
Did it say anything about rules for use?
If they are local businesses, then do THEY consent to this?
Are you printing the banner for him?
