Does US Copyright law affect out of country websites?

Does the us copyright law, affect outside websites, that are based in countries like Hong Kong, Netherlands, etc? As far as I know, any type of the Copyright law, or the DMCA, does not reach outside US Borders in a court of law.
A friend and I were arguing over this the other day.

The DCMA doesn't. But copyright law does, because of international treaties.
You can't sue a company in the Netherlands in a US court over copyright infringement. You can sue them in a Dutch court, however. << GO BACK to questions
