Two different issues. Copyright is automatic. As soon as you make a "creative work" and commit to a fixed medium, you automatically own the copyright. You can register it at your unknown countries copyright office, but that is optional. How much it costs depends on what country you live in, which you didn't tell us. A Trademark, however, must be both registered, AND "used in commerce" to be enforceable. That means that if you want to use your new flag design as the logo for a company, the company must actually exist and be trading, and you must register it as a trademark with your countries relevant office.
