How many seconds of a copyright song can I use in a video without breaking any laws?

I want to make a Youtube video and use a a couple songs, I know about copyright and all that jazz... but I heard if you use like only so many seconds its okay?

ooh, my media/broadcast teacher said if you don't own the song it's no more than 30 seconds and you have to cite the artist, the label, maybe the album. I think you can play the whole thing if you own the tracks and throw in a few citations.

NO. LIES. ALL LIES. Citing and 30 seconds are false myths. There is no way to use copyrighted works just for "background music". Only if: - You use an unsubstantial amount of the work - for related criticism, parody or education. This is called fair use, and all the videos with background music do not meet it.
