All I need is the exact paragraph of writing that you place in the desciption of a youtube video?
There is a phrase that states the rules of fair use of copyright. That is what I am looking for.

There is no exact way of writing a fair use claim. A good fair use claim would identify the copyright holder, say what you're using the material for, and why this is fair use, preferably with a reference to specific parts of copyright law or international treaties on the matter. Answer 2

Fair use doesn't involve unauthorized public distribution. You publicly post copyrighted material online, you infringe copyrights.
Fair use is for private use. a parody is fair use. Using it for educational purposes as a teacher in the privacy of your own classroom would be fair use.

You can't get out of jail with that card. "Fair use" almost NEVER applies to anything uploaded to YouTube, other than (perhaps) things that involve parody of the original work, news reporting, critique, or educational purpose, but only to a VERY LIMITED extent (i.e., not the whole original) and usually only if there is some "transformative" use (e.g., "we took stills from the video to show enough to make our point").
Uploading anything for fun is NOT a "fair use", it is a copyright infringement. You can be ordered to pay statutory damages of up to $150,000 for each video or song you publish (upload) without a license, assuming the copyright owners have registered it before you get notified that you're going to federal court.
