Where in the Digital Millennium Copyright Act does it say that downloading copyrights for free is illegal?

I was doing a little research and I can't find any sources that say downloading copyrighted files without the consent of the holder is illegal. In the Act, are their specific quotes that will support my claim that downloading off of p2p is illegal?

It's not in that law. Look up all the other copyright laws on the book. And it's not downloading that's illegal. It's distributing. With P2P clients, as soon as you start downloading, you are providing a copy for others to download from you. This is why it is illegal.

The DMCA is not what makes that illegal. Rather, the Copyright Act of 1976 makes that illegal. 17 USC 106 states that it is the exclusive right of the copyright holder to make copies of or distribute his work. Exceptions, such as fair use apply, but are not applicable to what you're talking about. Edit: It is in fact illegal to download, not just distribute. When you download the work, you are making an unauthorized copy of it.
