can I start a internet radio station with out a copyright license or paying royalties?

is there a third party server where i can make a not for profit internet radio stream without purchasing a copyright license or paying royalties?

Of course not. What makes you think you are not subject to copyright laws? Use your common sense.

Some sites like Live365 take care of the royalties out of your hosting fee, but totally free? I doubt it..

The ONLY way to use content created by someone else without violating copyright is to pay royalties. YOUR source is not relevant. That said, if YOU create the content, there are no copyright issues to deal with. If I start a talk show, I hold the copyright to MY opinion.

Not legally. Non-profits are subject to the same copyright laws as anyone else.
