copyright act ,what does world do if a country doesnt obey ?

some countries like iran doesnt do the international copyright act, do they pay any charges for it every year? if yes who charges them and how much? please give me details about how they charge such countries.

Every country has their own copyright laws. Most honor each country's laws as an international copyright agreement, however, a few like Iran don't honor other copyrights. There really is not anything that can be done. Another note: most of the ones that don't honor copyrights already have stiff embargoes against them and that may be the reason why they don't honor the copyrights and a few other things.

There are several countries (and in one instance a region of one country) that basically either ignore copyright treaties, or refuse to sign any. Some of these countries are obvious (like Iran), others are more subtle. There are several which take the stance of China. China engages in copyright treaties, but only engages in token responses when there is a complaint of abuse. And quite frankly, copyright treaties are (and should be) at the bottom of a country's list of priorities. Copyrights rarely affect necessities, and can actually be considered useless in some places. Many countries (some who have copyright treaties by the way) do not view copyrights the same way as the U.S. does (and rightly so as the U.S. has corrupted the original intention of copyright to suit the big businesses rather than the citizen). These countries only engage in copyright treaties to appease the U.S. Often they do little internally to enforce the treaties. There is nothing that can be done if a country doesn't obey (or sign a copyright treaty) other than impose trade sanctions. Starting a conflict over copyrights would only further alienate the world against the perpetrator (not to mention outraging its own citizens even further).

In some cases it ok, look at the anti aids drugs, it is a nessecity for many people, and some countries make them at a fraction of the cost to distribute to their sick people, so it is ok.
